Introduction: living in world where an
idiom is always heard by every person “health is wealth”, but still playing
with their life is bit disappointing, the topic about which I did my
investigation reporting is on health department, and the reason I have selected
this topic is I have personally noticed the budget which government provides to
health department for patient’s treatment or hospital’s building has not been
utilized, different peoples at different time used it for their own benefits,
as the matter of fact Health department should take care of establishment of
health facilities focused on certain population and all the health related
issues should be dealt by them, but the responsibilities have to be identified.
According to Dawn news report the ministry of National Health Service has faced
sharp cut in budgetary allocation over 13billion have been proposed for sector
in public sector development program (PSDP2019-20). The budget for sector of
health at national level it has almost slashed half over 25billion which were
allocated in its previous fiscal year of 2018-2019. After that on allocation of
25 billion was also revised and 8.133 billion was allocated in fiscal year 2018
to 2019. However in this year the total allocation proposed for ministry of NHS
program next fiscal year is 13.376558. According to PSDP documents, 32 different
new scheme have been introduced which in 10.58738 have been allocated. In new
schemes introduced nearly five projects are still not approved while 6 are
under the process of approval.
Investigative Report
Corruption of MR budget: As I did my research I noticed the
amount which government provide in the form of MR Budget, is not always been
used for their purpose unless they start getting pressure from authorities,
different authorities at different time tries their best to get benefits from
overall given budget, but after noticing the current situation of civil
hospital, it’s getting better, currently Sindh government is trying their best
to stop every sort of corruption.
After
communicating with local people there about whole system, some of them were
complaining about non seriousness of staff, they were saying they only give
proper response to those who have some sort of contacts, other people like us
only visit hospital and come back hopelessly.
In my
research I found very unauthentic fact that there is commission system, before
taking any project regarding betterment of building parties like higher
bureaucracy, political leaders, and local parties set an specific amount for
themselves and due to this specific reason renovation work has always been
stuck, in my given document the amount which has been mentioned is not been
used properly.
After
communicating with Reginal Program Manager he stated that every issue will be
resolved if there will be check and balance, he stated that we are living in
nation where everything would be fine, task will be completed if we would take
care of our departments and do our job properly, he further said MURF does not
get any MR fund we maintain our offices expenses by our own self though the other
budgets we receive are bit low as per our need.
Because of
not using budget at department properly, they do not have basic facilities,
their building is rough, and they have shortage in basic medicine, their
dialysis ward is running on public funding, their management is irresponsible.
The patients
and their families are unsatisfied with management, after communicating with
one of their patient Israr, he said it’s been long time me and my family are
facing serious troubles, my treatment is not proper not only me but many poor
families like mine are facing same trouble and it has become a trauma for us,
he further said we did protest against management but still there is no change.
This topic
has been discussed before but as per fact it has always been stopped by higher
authorities or due to lots of pressure topic has been suppressed, and many
innocent people are facing hurdles whenever they wants to raise their voice,
the main stakeholders who are doing corruption are some from higher
bureaucracy, and some others are part of some political parties after them when
they take their benefits remaining profits are always taken by some of the
local community members, who are namely local but have links with higher
authorities, some of them are local people, some are from local management,
some are from different forces.
LHWs, MURF,
PPHI, and WFP are few organization who are working with health department and
trying their best to support the management and support the needy people, their
main motive is to serve those who unfortunately cannot help their self.
Unfortunately
due to their rules no media person or media student is allowed to communicate
with their authority it’s against their rule, so I am still trying to dig more
data by my own, as matter of fact one of their officer agreed to give off the
record interview but he will give interview next week with hopefully record, so
I will continue my work after that interview and data collection.
